More than 46 million people in the Unites States over the age of 5 speak a language other than English at home¹. Many of those who speak a language other than English are in classrooms across the nation. How best to educate these students has fostered much debate.
What is not subject to debate is the daunting task that faces both students and educators. English language learners (or, variously, limited English proficient) must master both academic knowledge and acquire a second language simultaneously. Educators need valid and reliable measures to assess the progress and abilities of these students and to help guide instruction so that these students reach their full potential.
